NCAA Grants Airlines 90-Day Lifeline to Secure Payment Guarantees for Ticket Levies


LAGOS — The Nigerian Civil Aviation Authority (NCAA) has granted local airlines a 90-day grace period to provide bank-backed Advance Payment Guarantees (APGs). This move is designed to streamline the remittance of the mandatory 5% Ticket Sales Charge (TSC) collected from passengers.
Under aviation law, airlines act as collecting agents for this statutory levy, which is vital for funding the nation’s sector regulations and safety oversight.
The Deferment Details
The decision follows high-level negotiations between the NCAA and the Airline Operators of Nigeria (AON). Key outcomes include:

  • Financial Regularization: The 90-day window allows carriers to settle outstanding TSC debts and finalize their financial arrangements with banks.
  • Operational Commitment: The AON has pledged that all member airlines will honor their statutory obligations within this new timeframe.
  • Regulatory Funding: Ensuring these remittances are up to date is critical for the NCAA to maintain its oversight functions and infrastructure.
    The NCAA expects that the use of bank-backed guarantees will prevent future backlogs and ensure a transparent, automated flow of funds from ticket sales to the regulator.
